Congress significantly strengthened Section 508 in the Workforce Investment Act of 1998. Its primary purpose is to provide access to and use of Federal executive agencies’ electronic and information technology (ICT) by individuals with disabilities. Compliance with Section 508 is mandatory for all entities receiving federal funds--including the SPCSA and its charters.

The SPCSA is required to conduct a risk assessment and provide appropriate risk-tier level monitoring as a requirement of the Code of Federal Regulations (CFR.)
